JPI has announced the closing of both land and construction financing for a new income-restricted housing complex in southern Dallas.

The Torrington Forest project, which will rise from a nearly 17-acre property at 7100 S. Great Trinity Forest Way, calls for the construction of 248 homes, including 222 homes restricted to households earning up to 60 percent of the area median income level and 13 homes at 70 percent of AMI.

The project is being financed with low-income housing tax credits administered by the State of Texas, and built on land ground-leased to JPI and its partners by the City of Dallas Housing Finance Corporation.

“Dallas needs housing that working families can actually afford, and it needs to be located in the neighborhoods where those families already live and work,” said JPI director of affordable housing Karsten Lowe. “Torrington Forest will provide 248 quality homes for households earning between 50% and 70% of area median income, creating a meaningful addition to the supply of attainable housing in southern Dallas.”

The four-story development will include amenities such as a fitness center, a swimming pool, a community room, and a business center, with 6.3 acres of the site preserved as open space through a conservation easement.

Completion is expected in mid-2028.
